  • The Plant Management Requirements Specialist job family is responsible for all activities relating to activity level requirements flowdown for operations and maintenance associated with plant equipment and systems. Day to day activities include working with commissioning program requirement area managers (RAMs) and subject matter experts (SMEs) to identify commissioning program owner source requirements, (both in the contract and in IBM Rational DOORS), facilitate requirement flow down into activity level documents, and track the implementation to completion. Plant Management Requirements Specialist will be directly responsible for supporting, planning, coordinating, and developing activity level requirements implementation mechanisms for operations and maintenance activities. This position will include supporting all operations and maintenance activity level requirements flowdown for the LAW, BOF, and Lab facilities.

    This position shall be performed under the day-to-day direction, control and supervision of WTCC.

    MAJOR RESPONSIBILITIES/DUTIES/TASKS

  • Perform all work safely and with the utmost concern for the safety of self and other employees.

  • Perform all work in compliance with environmental permits and regulations.

  • Perform activities and meet the goals and objectives established by the facility management organization

  • Represent Plant Management for interfaces with other project organizations on issues affecting activity level flowdown and implementation of operations and maintenance activities.

  • Attains and maintains qualification (as defined in Project documents) as a Plant Management Requirements Specialist and as a Requirement Management System (RMS) user.

  • Gains and maintains an expertise in IBM Rational DOORS, a relational database.

  • Ensures the commissioning program requirement area is updated to demonstrate the flow down of requirements by listing the associated activity level implementing document in DOORS.

  • Develops standard reports and templates to suit end-users needs.

  • Ensures accurate identification, allocation, and flow down of commissioning programs source requirements.

  • Coordinates the flow down of environmental, safety, and health requirements (e.g. permit requirements, laws, national consensus codes and standards) from commissioning programs into facility operating and maintenance procedures developed by the Technical Procedures organization and the Work Planning and Control organization.

  • Provides weekly and monthly status performance metrics.

  • Gains and maintains a working knowledge of institutional programs that implement the Integrated Safety Management System.

  • Gains and maintains a working relationship with the Nuclear and Non-Nuclear Facility Management organizations.

  • Supports the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work in order to protect self, others, and the environment

  • Support the develop of facility related procedures, work instructions and training materials and support training implementation

  • Perform Facility walkdowns to support requirement development needs.

  • Identify deficiencies and initiate corrective actions as needed.

  • Ensuring the standards set by the conduct of operations procedures are upheld in the planning and development of facility activities

  • Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work in order to protect self, others, and the environment

  • SUPERVISORY RESPONSIBILITIES

    May supervise assigned personnel, and includes assigning complex work, setting work priorities, and evaluating and training them

    Minimum Requirements

    Education: High School Diploma or GED. Associates Degree in engineering or science or equivalent education desired. Associates Degree in engineering or science may be substituted for two years of experience.

    8 years of experience in the area of expertise and/or a combination of startup/ operations/maintenance of nuclear or high hazard waste treatment facilities. Knowledge of DOE operating policies, rules and regulations, and knowledge of industry codes, standards, and requirements in the area of expertise desired. A working knowledge of Conduct of Operations highly preferred. A working knowledge and operation of remote/field/control room systems such as mechanical systems, pumps and fluid systems, electrical systems, cranes and hoists, process jumpers, remote waste handling equipment, power manipulators, and instrumentations, lifting hardware, etc. and associated inspection requirements. Must be proficient in MS Office Word and Excel and have experience in database use. Working knowledge of IBM Rational DOORS (relational database) highly desired but not required

    Must have the ability to work in the United States without sponsorship.
